The writing makes/unmakes the show.

Consider the Dalek v. Cybermen exchange...even a Weeping Angel cast as the Doctor wouldn't be able to bring that scene down. It works.

Jody Whittaker dazzled as the Doctor, but shining a bright light on seasons full of excrement only makes the mess sadder.
